The VITA Program from the Internal Revenue Service (IRS) and United Way of Broome County offers free tax help to low to moderate income (generally $49,000 and below) to people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations receive training to help prepare basic tax returns in communities across the country. Most locations offer free electronic filing. An appointment is required.

He further is responsible for county cash management and investment of all idle funds, as well as the distribution of town and village shares of sales taxes collected. During tax season AARP-Plattsburgh sponsors free tax preparation for senior residents of Clinton and Essex counties. Taxes are prepared by experienced IRS-approved volunteers and are submitted electronically for efficient processing.
The Town of Binghamton Tax Assessor oversees all of the different financial programs to lower ones taxes and provides financial assistance. First time applicants need to see Assessor's Clerk at Town Hall or call for procedures. Renewal applications will be mailed out.

AARP Foundation Tax-Aide has more than 5,000 locations in neighborhood libraries, malls, banks, community centers and senior centers. There’s no fee and no sales pitch for other services and AARP membership is not required.
