HIICAP health counselors at Lifelong can help you find answers to health insurance questions. Counseling sessions are private and available by appointment on Wednesdays each month. Other appointment times may be made by special arrangement. Phone consultations and home visits are also available.
NAVIGATOR PROGRAM - As part of the Affordable Care Act, which was signed into law in 2010, navigator services are offered in the State of New York to assist individuals, families, and small businesses in applying for health insurance. HIICAP (Health Insurance Counseling and Assistance Program is the New York State Health Assistance program that educates the public about Medicare, Medicaid, managed care, prescription coverage and other health insurance options and issues. HIICAP provides free, confidential and unbiased counseling. Counselors assist people by providing the necessary tools to help make informed decisions about health care choices, completeing applications for programs that can lower health care costs, and sorting through billing issues.

If you are over income for Medicaid but could benefit from the home care services provided a Supplemental Needs Trust is an option that allows those with a disability to protect and still access their excess income and/or assets that prevent them from receiving Medicaid or other means tested government programs.
These trust programs are available to those who are disabled as defined by Social Security. The trust can help someone access Community Medicaid. There are fees and enrollment costs to establish and maintain a trust.
Nursing Home Unit, a division of Medical Services, is available to help applicants their families, and/or their representatives to apply for MA to cover Nursing Home expenses. Under MA regulations, a nursing home resident is allowed to keep $50 per month for their personal needs and enough money to pay for the cost of the residents third party health insurance; all other income must be paid towards the cost of their nursing home care. (Some of this income may be kept for support of dependent family members). If there is a spouse remaining in the community, resources and income above the established Medicaid levels may be kept. (Please refer to the Skilled Nursing Facilities Section of this Directory for further information). To apply for this type of MA call 379-2189 and ask the Nursing Home Unit Supervisor for an application.
Caring connections is offered to individuals and families who are struggling to meet their basic needs. finiancial assistance can include: assistance with utilities including electric shut offs, housing assistance, transportation assistance and assistance with paying for essential medical costs.
When appropriate, Catholic Charities helps in emergencies with basic needs such as financial, food vouchers, prescription. A participating agency that administers the Neighbor For Neighbor Heat Fund for National Fuel.
